HMRC offers simpler special procedures

HMRC is now offering a number of important simplifications to special procedures, following the passing of legislative amends on 16 July, says a BIFA expert.

Policy and compliance advisor for customs Ivor Popovics told BIFAlink TV on 21 July forwarders and customs agents are now able to apply for temporary admissions status on behalf of importers. Previously, this concession was only available for artworks and racehorses, but it has now been extended to all products.

The move could be a good opportunity for forwarders to extend their services offering, said Popovics.

Timeframes for temporary admissions for certain categories of goods have also been extended, he added. For art and antiques, it goes up from two to four years; for pleasure craft the limit increases from 18 months to two years; and for testing and experimental equipment it increases from six months to two years.

Where goods imported under temporary admissions are in fact sold, the time in which to submit applications increases from 30 to 90 days.

Authorisation by declaration – a simplified procedure whereby traders declare that they are using Inward Processing, Outward Processing or Authorised Use rather than going through an application process – has also been improved. Traders were previously limited to three instances in any rolling year, but this has now been increased to ten.
