New van rules could reshape fast freight market, says Europa
[ June 18, 2026 // Chris Lewis ]Europa Road has warned that changes to European van legislation could affect EU freight capacity, transit times and pricing.
From July 2026, new European tachograph regulations will apply to vans with a maximum authorised mass of 2.5 to 3.5 tonnes operating internationally or on cabotage movements. Vehicles will need to be fitted with smart tachographs that record driving time, speed, distance travelled and driver activity.
The measures are designed to strengthen compliance with drivers’ hours rules, improve road safety and protect driver welfare, but could put more pressure on vehicle availability and service capacity, says Europa.
Road branch network and sales director, Adrian Redmile, said: “These changes will reshape part of the European van market. They are being introduced to improve safety, welfare and compliance, but they are also likely to put pressure on transit times, pricing and vehicle availability for customers.”
Europa believes the changes may also prompt some businesses to review how they move time-sensitive freight in Europe, he added. “A dedicated van will always have an important role for truly urgent shipments. However, not every time-critical movement requires a dedicated vehicle. Many customers are now looking for the best balance of speed, reliability and cost, and that’s where having multiple transport options becomes valuable.”
Redmile added. “We can provide dedicated express vans when speed is the overriding priority, but we can also offer premium networked groupage services that deliver exceptional transit times and reliability. As market conditions change, customers increasingly value that flexibility.”
