Chinese clear up VAT question

The Chinese Ministry of Finance has clarified that shipping and airline agents who make payments to international transportation providers directly or indirectly are entitled to VAT exemption, rep[orts BIFA. When Notice [2013] No.106 was published on December 12th, 2013, it seemed to imply that only agents directly making payments to airlines and shipping companies could be exempted, which caused concern for many freight forwarders as most of them do not have direct contact with international carriers. BIFA says this ends a period of considerable confusion for the freight industry and brings China in line with other major trading nations.
