Civil Penalty Scheme not fit for purpose, says RHA
[ October 10, 2025 // Chris Lewis ]The UK’s current Civil Penalty Scheme for clandestine entry into trucks is no longer fit for purpose, says the Road Haulage Association in its latest report released on 30 September, ahead of its International Summit on Human Trafficking and Border Security. It is calling for full adoption of the recommendations of the Independent Chief Inspector of Borders and Immigration report, the end of delegation of border security drivers and operators by providing adequate staff and training staff at Port of Calais and Coquelles, fairer, proportionate enforcement and greater protection and support for drivers and operators.
